The Character Episodes are 5 tournament battles and then a fun cutscene reminiscent of the fun Tekken 3 endings.
In the Arcade Quest mode, you play as kids who travel between different arcades where you play Tekken 8. The arcades have a bunch of old Namco games like Xevious and Pac-Man that you can't play (unlike in SF6, where actually can play the old arcade games). The narrative in this mode centers around a created protagonist and their friends. There is a scene that made me laugh: a villian is introduced, Orochi, who arrogantly states that he's not interesting in playing Tekken with the kids, because they are not serious enough about the game. He only has time for real Tekken players, not these kids who care more about costumes and having fun than winning. I think it's funny that Namco wove this real-world conflict between hardcore fighting game players and the rest of us into the game itself. Of course, Namco wishes that as many people as possible buy their game. Any sort of gatekeeping is bad for the business side, even if the group that gatekeeps is the core audience for the games.
