Back when I was a happy European PlayStation owner, I used to wonder why pre-rendered cutscenes used to look choppy like they had an unstable frame rate. I'm realizing now that pre-rendered PSX cutscenes just looked better in Japan and US, because they were rendered and played back in 30 or 60 FPS. Cutscenes were not necessarily re-rendered for PAL territories, and the solution seemed to often be to skip frames to match the 25 or 50 FPS of the PAL TVs.
